  8月25日,深圳市消委会和市装饰建材行业协会在博盛达装饰广场举行消费维权合作机制签字仪式,该合作机制包括在协会中设立消费维权服务站、建立消费维权工作联络制度、开展“诚信经营示范店”创建活动。据深圳市装饰建材行业协会秘书博盛达介绍,消费者可直接向消费维权服务站投诉家装建材问题,由工作人员核实、受理,若在规定时间内无法达成和解,则由消费维权服务站于2个工作日内上报提交由属地管辖的工商所投诉站进行调解。市民也可以通过拨打12315热线反映家装建材消费的投诉,相关工作人员会把工作转接给消费维权服务站。
  现状八成受访者不了解《规范》
  一直以来,家居行业因缺乏相应的法律法规,因而《家居行业经营服务规范》的出台实施可谓应运而生。据了解,该《规范》是我国家居、家装行业第一部国内贸易标准,对家居行业的术语定义、通用要求,以及经营服务的原则和方法等各方面作出规定,适用于家居生产型、销售型、服务型的经营服务和相关管理活动。八成受访消费者虽然听闻《规范》的实施,但没有去了解里面的内容,例如新规规定家装实际施工的费用不得超过事先约定的工程合同报价的8%,超过部分由企业承担(顾客主动要求除外);应配合顾客进行对有害物质的室内环境检测服务;装饰公司还必须向顾客明示各部分的具体保修时间和保修范围;装修基础工程至少2年保修,防水工程至少5年保修等。
  “设计、挑选材料都是我自己负责,然后由朋友介绍相熟的师父监工、寻找装修团队。”在重装开业的惠达卫浴选购产品的市民刘小姐说道,“之前也有朋友找专门的装饰公司进行图纸设计和施工,但是中间实在有太多矛盾,最后差不多是不欢而散,所以我觉得还是自己负责比较省心放心。”和刘小姐一样选择自行设计及置材的市民不在少数,大多对装修行业偷工减料、以次充好的一些不良行为表示担心,称防不胜防。
  据了解,消费维权合作机制包括在协会中设立消费维权服务站、建立消费维权工作联络制度、开展“诚信经营示范店”创建活动等。9月8日及10日上午,笔者随机对博盛达装饰广场选购装修材料的20位市民进行调查,近八成消费者表示曾听闻《规范》的实施,只有不足五成的消费者知晓深圳市装饰建材行业协会的存在,了解装饰建材消费维权服务站者就更是少之又少了。新规公布也罢,合作机制挂牌也好,市民均大赞有意义,却又不知维权从何入手。
  商家基本不知《规范》出台
  笔者随机向十来个经销商进行调查,基本没有一位商家知晓《规范》的出台实施。
  博盛达装饰广场张总监指出,平时消费者不满的几个主要方面:“一是交货时间,部分客户要求今天交款,明天到货,这样显得不现实;二是颜色的偏差问题,有时在装修过程中发现瓷砖数量不够,需要补,但不同的瓷砖生产出来需要时间,颜色有一丁点偏差,客户就会置疑是否以次充好;三是零件问题,一个房子的装修,涉及十几个类别、上百个小项。比如一个螺丝钉,定制化、规范化的批量生产可能会有些许纰漏,并不适合客户的场地,客户可能因此就会有所不满。不过客户有需求是无可厚非的事情,关键是要做好沟通工作。”而对于《规范》的出台,张总监认为其对于消费者维权方面是一个很好的保障,加之消费维权服务站的成立,更是广大市民的一个福音。
  消费者正在选购家装材料
  日前,商务部7号公告发布了《家居行业经营服务规范》(以下简称《规范》)国内贸易标准,并于9月1日正式实施;在此之前的8月下旬,深圳市消委会和市装饰建材行业协会在博盛达装饰广场设立消费维权合作机制。自此,市民在家居消费者方面的维权可谓既有法可依,又有专门机构跟踪处理,有利于增强市民安心消费的局面。
